Description
Context
Today the BCW MCP exposes the canon and recommendations but a user has to know which BCT they want. A simple text-search tool over BCT names and descriptions makes the canon discoverable.
Acceptance criteria

bcw_search(query: string, limit?: number=10)returns matching BCTs sorted by relevance - [ ] Search is case-insensitive substring match across name + short_description
- [ ] Results include BCT id, group, and a one-line description
Technical hints
- Canon already loaded in memory — search is just an array filter
