#39 · Add "Open Bounties" widget on the dev portal landing

Context

Dev portal is where contributors land. Surface the top 5 open bounties prominently.

Acceptance criteria

• [ ] Landing page widget shows 5 highest-tier unclaimed bounties with title + tier badge + points
• [ ] Clicking a bounty card opens the GitLab issue in a new tab
• [ ] Data fetched server-side from score.irregulars.io /api/bounties (issue from scoreboard adds the JSON endpoint)

• Blocked by: scoreboard /api/bounties JSON endpoint (separate bounty)
