#34 · Add /bounties link to the portal's services grid

Context

Portal links to most services but not to the new scoreboard /bounties page. Easy add.

Acceptance criteria

• [ ] Bounties tile added to the services grid
• [ ] Tile uses the same icon style (target / 🎯)
• [ ] Linked from /community/services on Irregularpedia too

Technical hints

• Edit the services HTML/template in apps/community-portal/src/
