#177 · SimpleX !report-bug DM intake for points

Context

Signal lets users report bugs (reply to a bot message) and earn points. SimpleX has no equivalent. Mirrors signal-bot #114.

Acceptance criteria

• [ ] !report-bug [details] captures a report (with context if replying) and files it for triage.
• [ ] Awards configured points once (idempotent source_id), gated by isScoreboardConfigured() (see #17).

Technical hints

• Signal reference: handleReportBug in command-handler.ts.
• SimpleX target: commands/utility/report-bug.command.ts. Build on #16/#17 scoreboard wiring.
