#176 · SimpleX !global-alert full region monitoring (enhance existing)

Context

SimpleX has a basic global-alert admin command. Signal's !globalalert is a full region-monitoring subsystem (start/stop/list/status/summary/regions, preset REGIONS, multiple source types, plus a monitoring scheduler with Cyclops enrichment).

Acceptance criteria

• [ ] !global-alert <region> start, stop <region>, list, status, summary <region>, regions — Signal-equivalent.
• [ ] A monitoring scheduler polls subscribed regions and posts LLM summaries; registered in index.ts.
• [ ] Region presets shared with Signal's config/regions.ts.

Technical hints

• Signal reference: commands/admin/global-alert.command.ts + scheduler/global-alert-scheduler.ts + config/regions.ts.
• SimpleX target: extend commands/admin/global-alert.command.ts + new scheduler.
