#172 · SimpleX !location + !radius coordinate tools

Context

Signal converts coordinates (DD/DMS/MGRS) with map links and finds locations within a radius. SimpleX has neither.

Acceptance criteria

• [ ] !location <coords> converts DD <-> DMS <-> MGRS and returns cross-platform map links.
• [ ] !radius <center> <distance> returns locations within the radius.

Technical hints

• Signal reference: commands/utility/location.command.ts, commands/utility/radius.command.ts. Near-straight port (mostly pure functions).
• Good first bounty.
