Context

SimpleX has wiki search/ask/add but not index (TOC) or stats.

Acceptance criteria

• [ ] !wikiindex returns the Irregularpedia table of contents.
• [ ] !wikistats returns page/edit counts.

Technical hints

• Signal reference: handleWikiIndex, handleWikiStats in command-handler.ts.
• SimpleX target: new files under commands/info/; reuse the wiki client in shared-utils.
• Good first bounty.
